Because that's lighter than anything comparable (to the listed specs) currently in production. If given the choice of two scopes with the same reliability/functionality/quality, I'll choose the lighter of the two.

I'm sure they were expected. Being produced by someone else, XOP likely has no control over anything but ordering and paying. They'll get it when they get it I guess...or they guess. I would like to try one.
As far as I can tell, the Holiday hasn't been available yet. Perhaps someone has gotten one pre-production, but I've been watching XOP's website like a hawk and emailed XOP asking "when?".
Scope placement is something to consider on the Rokstok. I didn't consider it until I switched a barreled action to it.

It is a cost in recoil, no doubt. It's still .645 vs .796, as you mentioned, at the cost of recoil. It's up to the shooter to determine if it's worth it. Neither would be volume shooters for me. In limited round counts, at extreme distances, I'd accept the recoil for the extra 100 yards (+/-).
For me, I'd sell/trade the 25-06 before the 7 PRC. I'm certainly a fan of less recoil and the majority of my powder burning is done with a .223, but when playing long, the 180's with a bit of velocity make a difference in wind.
