It is a cost in recoil, no doubt. It's still .645 vs .796, as you mentioned, at the cost of recoil. It's up to the shooter to determine if it's worth it. Neither would be volume shooters for me. In limited round counts, at extreme distances, I'd accept the recoil for the extra 100 yards (+/-).
For me, I'd sell/trade the 25-06 before the 7 PRC. I'm certainly a fan of less recoil and the majority of my powder burning is done with a .223, but when playing long, the 180's with a bit of velocity make a difference in wind.

I finally gave in and shot mine yesterday. I wanted to get behind it and couldn't wait any longer. The recoil lug is a touch high, I simply torqued the front screw as normal (hard), and put a very small/thin piece of plastic under the rear screw and only tightened...
I used a C clamp with wood between the stock/clamp on the bottom and smooth aluminum between the lug/clamp on the top to get the lug to seat. It took a lot of pressure. It looked good to me visually.
Comparing to the VG stock, using highly technical fingernail on an allen wrench to measure...

If you have one already that you like everything about, assuming that's your 6.5 PRC, then just mimic it in a 1/7 or 1/8 .223. Recreate the PRC package as close as you can. The .223 with good bullets is a solid killer for the game you listed. If you don't feel that way, then it's not a issue...
I use several scopes with heavier reticles. I've found it helpful to use a large/thicker X on the target rather than a crosshair or dot that is thinner than the reticle. Depending on the reticle, the X seems to help me hold more consistently.
I use the red when hiking in/out in the dark. From my experience turning the light off when I stop for a moment to avoid sweating (at least a bit less sweating), my eyes adjust quicker to the darkness when using red than when using white.
I use the low UM rings with an NXS 2.5-10x42 which has the same objective size and tube length as the SHV 3-10x42. Stock design and your body play into the best height for rings but the lows work for me on the factory stock, Stockys sporter, and Stockys VG.
