Yard won't grow

Probably right.. I have a friend that lives in a planned community in CO Springs. The development HOA requirements demands that he has a certain tree planted in his front yard. Its a tree non native to that area of CO so it doesn't do well. He thinks its a stupid tree so he's not done anything to keep it alive. So he has a dead tree in his front yard

Why not keep the tag or info for that tree and stick whatever tree he wants in the ground and relabel it?
