I see several leftover license available. Since I have never attempted to hunt speed goats would this be a good unit to get my feet wet in?

Pretty sure the only tags left for unit 23 are only valid on private so you would need to have access to be able to hunt. There are some nice bucks in that unit - but again you need to have access to hunt.

Oregonmuley is exactly right.

The antelope licenses that are left over in antelope Hunt Area 23 are valid only on private land. And, the chances of getting access to private land at this late point are very slim and none. Landowners that allow trespass fee hunting most likely have had full schedules for many months, probably from last year.

Unless you would get very lucky and find a landowner that had a group back out, you would be out of luck.

Private land only and very difficult on public. But they pass through every once in a while on the walk ins. It’s basically a sit and wait game
