Wyoming Odds - Am I getting this?

New to Wyoming, been on the Hunt planner website a lot.
Help me understand below. What does less than zero mean? I don’t have any points, hence the question. Could I still draw this general tag?

Gotta be a typo on their part. I don't see how you could have less than 0 points

Look at the odds reports for odds.
WY averages points, rounds to 4 decimal places. The reports are formatted for size so they will show 4 points, <4, etc.

Zero points was 39%, can you draw? maybe but not likely.

So less than 1 I get. 1 point among 4 guys =0.25.
The less than zero I don’t get.

They probably use a template to fill the page and nobody checked their work.

It is most likely the way the formula is written. They have to get down to a zero quota, and zero preference points is on the previous line. So to add the next line, it goes to less than zero preference points.
