Results within 2 weeks of the May 8th change deadline. Application deadline is still the end of January.

Moving the draw date back made a lot of sense and it was long overdue. Keeping the application deadline on January 31st, before season dates and quotas are finalized, made zero sense. Thank the WYOGA for that.

Probbly cost more to administer the refunds then it they take in on intrest. That said holding the money for three months is bull shit move
Yeah it's probably not that much 15-20K. I see why they did it. Just sucks waiting that long. Archery hunt starts right after the draw.

AND , wyoming gives NO refunds. So if you were to draw , say New Mexico, for example. Then you are out the money for one or the other. That , or just dont apply for NM or many other states. Depend on successful draw in WY and hope you arent left hanging.........

This is the key thing to keep in mind here guys. And from their perspective it does make sense. Getting guys booked with WY outfitters before other states applications are due is good for them.

What was the reason?

It was prompted by myself and another WY resident friend of mine at the request of the field biologists for a variety of reasons. We began lobbying the commission about 3 years ago to make the change.

The reasons:

1. The Biologists were having to make recommendations for the elk "packet" and hold a meeting in December to make the adjustments in seasons, quotas, etc. This made no sense because there were still active hunting seasons going on in January, harvest statistics weren't known, and winter severity unknown as well. Classifications weren't completed yet either.

2. The early elk draw resulted in NR's not receiving their allotted LQ tag percentages in some cases, in other cases Residents weren't receiving their allotted tag numbers either. NR's also couldnt apply for any new commission approved seasons at the April season setting meeting.

3. The early draw also didn't allow the commission to make adjustments on issues after the NR tags were issued. There were several, the most notable was a spike only season in unit 100 where those that drew tags were able to hunt any bull in archery season with the spike tag due to regulation language. The Commission could not correct the mistake easily, because tags had already been issued to NR hunters in January. People burned points, etc. and the commission chose to just let the season fly rather than piss off a bunch of hunters.

Myself and my buddy also asked the Department to run a draw report to see how the early elk draw was impacting the 84-16 R/NR split in LQ tags. Then Director Talbot granted our request and because of changes made to quotas after the early NR elk draw, Residents were in fact getting ripped out of their allocation by over 300 tags. The year it was discovered, we worked with the license review board and three things happened:

1. The license review board authorized the Department to draw the 300+ LQ elk licenses that were under-issued to Resident hunters.

2. My buddy Jeff came up with a "patch" to change the drawing procedure residents receiving 84% of the "commission approved quotas". Still didn't fix the under issuing of Resident LQ elk tags., but brought it much closer to the requirements of the 84% regulation.

3. We began the push to change the NR draw date to AFTER the commission approved the quotas. That allows the splits to be made on the final quotas and also allows NR's to have a chance at any new seasons approved at the April Commission meeting. It also does away with an unnecessary bunch of work by the field biologists and allows them time to gather all the pertinent information for final elk season recommendations.

The only fly in the ointment was the Wyoming outfitters and guides association demanding that the application date stay the same so they have their hooks in NR hunters first, before any other States. We didn't fight that battle too hard since we were told getting the draw date moved would "never happen". If the concession I had to give was NR elk tag funds being held for all the benefits I mentioned...I can live with it.

I do agree that holding NR elk license fees is not the best, but its not a battle I'm going to fall on a sword over. The big things were changed and we got 99% of what we wanted. The change is a good one and I have no regrets for keeping after the commission to get it done.

If anyone wants to complain about the holding of funds, direct your complaints to WOGA, that was their battle.

Sounds like a personal problem. Make sure the tags you apply for don't have seasons that overlap, choose to apply in only one state, or eat one of the tags.

Also, you can withdraw or change your Wyoming application until May 8...you don't lose anything until the drawing is completed.

You have options...
