WY Elk Cow tags

I preface this by saying I have not fully done the research, I am asking a blind question. Looking at some of the draw numbers for a type 6 cow elk tag in Wyoming in some units it appears that through the draw not all the tags get drawn. Do these left over tags become available for purchase at a later date? Are they available for non-resident purchase?

NR draw first, our leftovers go to the resident side, after that, leftovers go to the leftover draw.

Yes, it is a separate draw for whatever tags are left after the NR and Resident draw. If they don’t sellout during the leftover draw there are available first come first serve.

thank you. I can really only afford 1 elk hunt this year but have a friend willing to help me out in Wyoming if I wanted to come punch a cow tag. I wanted to make this my fall back option, but with Wyoming being one of the first deadlines to come up I didn't want to draw 2 tags in different states for the same time. would be a nice problem to have hahaha.
