Wind pants for high output activity

So, it has been cool and windy. My wind jacket is great in such conditions for high output activity (running), however my legs get quite cold from the wind, even with winter leggings on.

Any use or have recommendations for a light wind pant? Depending on conditions, they might be carried for long distances, so weight matters.
 
I used to wear polartec 100 running tights with nylon soccer shorts over the top to cut the wind below zero, as it got colder replaced the shorts with a very light polyester running pant over that. Never got cold with that combo down to the point my eyelashes were freezing together from tears at which i stopped running. Top was a Nike warm mock with polartec 200 and a wind shell. Goretex running shoes with carbide studs, fleece mittens, thin poly balaclava with a fleece beanie on top. Good to 10-15 below ambient with a breeze. Came in the door looking like an iceman from the frozen condensation but dry undermeath. Wish Icebug shoes were available then. Think my pants were asics , I found I had to feel the fabric as there is wide variability in the thickness, I wanted something like silk in thickness and slightly oversized. The Nike,Lululemon,UA are all too thick.
