Who's elk is this?

If I were either of these guys I'd be bummed. I either made a less than great shot and had to have another guy finish off the elk I wounded OR I shot an animal that was already dead on its feet. It would be disappointing either way and I would offer to concede the elk regardless of which party I was. That said, I would also tag the animal and be grateful for the meat regardless of which party I was too, but I could never look at that as a success from either side.
 
If Group 2 really "stashed" the 1st shooters arrow in a "nearby bush", 15 feet away, i'd be expecting a solid explanation from Group 2 for why they stashed the arrow, if I was the Game Warden. However, depending upon coagulation, arrow placement, etc., it could be conceivable that Group 2 assumed the bull had been shot days before, rather than an hour before......
 
I have no solid opinion on the story. Most likely both sides are full of crap and the truth is somewhere in the middle.

Treat others the way you want to be treated and in most cases the correct action becomes self evident.
