It's obviously been around for quite a while.

the first I ever heard of having a loading capacity between frame and bag is the MR Overload, but there could easily have been others beforehand.
 
The old Camp Trails had a meat shelf.

That's right. I modified mine to cut some weight. I bought that thing in about 1985. Shortly after I used my Dads vintage army green back board to carry out my first elk. Wow to be young again...

Yes, the meat shelf isn't a new concept at all. Frame packs have had shelves going back several decades, and were the forerunners of the current crop of shelves which support meat between frame and pack bag. I don't know who had the first try at developing the 'in-between' shelf but I do recall Mystery Ranch being a very early entrant in that design. I owned a first generation NICE frame/Longbow and it offered the ability to sandwich a load of meat. I admit to being a full-on skeptic of the concept until I tried it...as in really used it hard packing lots of meat...and it worked perfectly for me.
