Looks like it takes a $600 license to be able to ship. Primers alone (not in casing or loaded ammo) are apparently considered explosives.

Not sure it helps but here in PA a few independent shops have them. Behind the counter. 100 per customer limit is what they say but they may do more. You may have better luck cruising smaller shops locally.

I just got a case of CCI 209 from Midway... paid out the nose (like $90 or something) but panic bought since I’ve got a new smoke pole that needs shooting. Would be happy to share but can’t ship.
