I got a new Tikka super light 300 WM. Should I put a new scope $1200 on it or a cheaper scope and a new stock ( Bell and Carlson)?

Solid, Reliable optic with quality rings. Nightforce or Trijicon of some flavor with UM Rings.
Wait for the Rokstock to come out and buy it as an upgrade when it comes out in a few months.

IMO, never cheap out on glass. You will either never know what it is like to have good glass (which sucks without emotional pain) or you will learn the difference and then regret it (which sucks with emotional pain).

If you are hunting inside 350 yards, you typically don't need the long range exposed turrets. But, clarity and light transmission can make the difference in wooded timber and last light.

I second "hereinaz" on good glass and avoiding fancy dials under 350. 300 wm will easily shoot point blank into vitals without a hold over so no need to make it complicated.

Don’t be afraid to buy a used quality scope. Can usually save some decent money on a barely used optic.

I love buying used glass and optics to save money. Watch the rep of the seller and you will be fine.
