So I've been noticing elk in a specific area. Looked at maps, and everything looks promising. Started to plan some scouting trips, but found out that an outfitter is in that area.

What to do?
Do I forget about it and move on?
Do I scout anyways and play it by ear from what I find? The spot is in a wilderness area.

Set up camp and hunt. You have as much right to the area as he does. He isn't going to hunt it so recklessly that he blows all the elk out of his area. If he doesn't like it, he can go lease a piece of private land for himself.

I'd hunt it if there's elk there. Try and stay on the outfitters good side. Get a half mile off a pack trail and you probably won't run into him.
Good luck
