Is it that there is limited hunters in an area?

Season dates and hunt areas better coincide with migration routes?

Anything else?

Better than (formerly OTC) general tags in Idaho. My assumption was controlled hunts that are subject to a lottery are going to be more desirable for one reason or another than general tags..

Maybe that is true in some cases. Probably not always... but i think you should get the spirit of the question by now

Controlled tags and limited entry tags are synonyms, correct?

The thing to remember is that the general tags are still OTC for residents and for the most part tag quantities are not capped for resident hunters (with the exception of the capped zone elk tags). So theoretically 90+% of the hunters with access to the unit can still buy the tags OTC

Biggest one is limiting hunter numbers.

There are certainly some that offer more desirable seasons or conditions as well.
There's one I've done a few times for instance that is a late season rifle mule deer hunt that lets you hunt the rut with only 15 tags issued for the entire unit. The october season is also a controlled hunt but with more tags.
 
Not necessarily. Capped zone elk tags are 'limited entry' in that numbers are limited and they sell out but they are still first-come-first-serve for residents.

This is different from controlled hunt elk tags that have historically been and are still a lottery for residents as well. These lotteries are at a different time than the nonresident general tag lottery.
