Victory TKO elite question after cutting

Anyone see this happen on victory arrows? First time shooting these. Shop cut them - I picked up and didn’t pay much attention until I got home but looks like some of the carbon weave came off? Or maybe it’s just a coating - are these ok to shoot still? A collar will cover most of this portion anyways but wondering if this is normal for these. Pics in comment below

I've only had 2 doz of the rip tkos but I have never seen that before on mine or other guys I know who shoot them. That one cut you have a close Pic of looks awful and it almost looks like they aggressively sanded the ends. Can't imagine why they would do that. My arrow squaring tool only contacts the face of the shaft and my bore brush only contacts the interior. I'd honestly struggle to pay for those, imo.

That’s not a sharpie mark to know where to cut them? I can’t tell in the picture. Cuts look terrible too. Not square.
 
My initial reaction was silver sharpie bleed from seeing what's low when squaring the ends.
I thought the same but after looking at it more it started to look like someone tried to freehand cut them with a dremel and the dremel blade was slipping on the shaft before it started to bite.
 
Looks like someone was in a hurry and tried to cut them too quickly/with too much pressure on the second half of the cut.

Take a picture with an insert installed or against a straight edge.
