All of the top tier units produce 400" bulls. Since utah "manages" for age class simply looking at the 5 year elk management plan will tell you. As a direct result of the plan for the most part the units with lest number of resident any weapon tags have the oldest age class.

This is what I would do if you have a lot of bonus points in Utah and can hunt archery- research the units you think you can draw on the bonus pass (whats your max points?) they take a season to actually go HUNT those units for the OTC archery cow/spike only hunt to get real world in the season information and decide if that is the unit for you or not.

With how hard it is for a NR to draw a premium elk tag in UT it would be well worth your time. You may also decided to go guided, private land etc.

There is no replacement for real world personal experience. And depending on that you will make a much more informed decision.
