Tikka t3x D-18 ?

Does anyone here have one in .243? Does it shoot heavies well? Is it possible to have it cut it back and reamed to 6CM or 243AI. Sorry if my ignorance is really shining through. Is the listed barrel length including the muzzle device?

From the face of the action to the crown it measures 21 1/8" or so from the pic I got. Not sure how long the tenon is though.
