Is it really obvious when a Tikka action isn't seated properly on the recoil lug? I'm guessing a tell tale sign would be the small "pressure relief hole" on the left side of the action would seem to be higher than normal - or the barrel would be free floated at a more exaggerated level. Any other obvious signs or tips? This is my first Tikka and I upgraded to the Mountain tactical recoil lug. I hate this recoil lug design. Thanks guys

Start the action just forward of the recoil lug, bounce the butt of the stock on the floor/work bench it should snap together like a really well shooting Lego.

Edit: don’t forget to squeeze the action and stock together simultaneously

And yes to all the other signs you listed as being other note worthy things to look for.

You are correct in your assumptions about the recoil lug.

You can also reference the bolt release, the ejection port, and the stampings on the receiver. It should be pretty obvious when its set onto the recoil lug though.
