NM sets aside 10% of tags for folks that use an outfitter..R or NR. You pay the outfitter a deposit they give you a number you enter when put in for the draw.

AKA outfitter welfare. Fs NRs and Rs outta tags they shouldn't be obligated to pay an outfitter for. Give 90% tags to Rs, 10% to NRs and let the good outfitters get hired by whomever wants an outfitter. Fing welfare
