I have a recycling company that comes to my place of employment to dispose of hazardous waste that accepts it. I also know some waste management companies can send you a mail in recycling kit to dispose it but not entirely sure if lead acetate is acceptable. If you are unsure i would contact your local Environmental Protection Agency.
Honest question here, I realize the biproduct of the "dip" is incredibly toxic. What harm would come potentially if you flushed it down a toiled or a sink?
i've used plain old brake fluid for 20 years. i have one of those plastic coffee containers with a lid. at the end of each squirrel season i disassemble the suppressor and place in fluid for a week or so. remove, hit it lightly with a toothbrush, let dry then reassemble. works for me. ymmv.
