I think it’s important to point out that Utah is aggressively trying to increase the number of deer. So they may be stating to have maximum growth in the overall population they want a ratio of 18:100. Colorado on the other hand may be settling for less growth or just keeping the population stable and which is still possible with a higher ratio.
