I will say this: I don't believe in punishing a guy the rest of his life for a single wanton waste conviction. I believe in a strong punishment that sends a message and won't be forgotten. Some form of restitution is always appropriate in my mind.
A repeat offender is like a dog that bites people more than once. The pattern and the proof is there, so yank their privileges for a LONG time....maybe lifetime.
