Smallest pack with a load shelf?

If mystery ranch would fix the belt on their pop ups, I’d buy one and a mule pack. I had that setup before but sold it due to the belt. I thought I was right, and confirmed by calling them that the difference in belt size is just in the webbing, not the padding. So if you need a large belt, the padding won’t wrap far around your hips, but the webbing will. Not comfortable for me.
