I'm guessing this or Stone Glacier, the Seek Outside 3500ish load shelf packs are really light.

If you're going for smallest pack, I'd say the MR mule on a guidelight mt frame.
I think it weighs about 4ish lbs and is 23L

is it the frame size being to big?

The EXO frame with lid and cargo panel is ultra light. How I hunted most the year. But not sure how small their frames get,

Seek outside frame with Merlin bag and load shelf is a hair under 3 lb 11 oz. This includes 3.5oz lumbar pad and 6 straps for the bag (.5 oz each)
