I placed an order with sitka with a FF code 13 days ago, got email confirmation and a shipping confirmation but the tracking link to UPS has said they will update once they receive the package and that hasn't changed. Is this normal for sitka to take 2 weeks to ship something?

Usually not, normally my stuff ships within 3 days after order and is to my house in 3 days or less.
