San Juans in Southern Colorado Elk rule changes?

Saw an article on CPW website that they were going to be making some rule changes on the taking of cow elk. Called the CPW office in Denver, and the gentleman confirmed it. Said that most calves were living 2 years after birth, and then mysteriously dying. He said that they had no idea why, but that there would be some rule changes.
Has anyone seen/heard what the changes are going to be?

i had not heard about the San Juans but I did talk to a G&F guy from up near Aspen. They are going to reduce Rifle permits but 80% this year due to low calf survival rates. He mentioned that calf survival numbers are extrememly low across the much of the southern part of the state. He and the guys that work his DAU feel like it is in large part due to recreational hikers. The elk just aren't left alone enough in the spring. The cows run around and get stressed out due to all the hikers on all the trails.... and off trail. He felt like there were going to be a whole lot more draw units in the very near future

1st rifle hunt in those areas were previously either sex tag, this year you had to specify if you wanted a cow or bull tag.
