Rings around the neck when seating

Does anyone know why my brass has these rings after seating that bullet? Used nosler brass .257 Roberts, RBCS die set.

To me, it looks like your seating die is in too deep causing a crimp on the case mouth. Try turning the die out 1 full turn.
