Returning WY tag

Can anyone point me to the tag return policy? I have been looking but cant find anything. Probably using the wrong search words. May have an unexpected surgery get in the way of our hunt. Hoping points can be retained.
 
From a thread I found on Monster Muleys:

"In 2005 I had to have a serious surgery, and couldn't make my deer hunt. I had to provide proof from my Dr. stating my condition. I recieved a refund and lost my points. About as fair as a guy could hope for!"

And from a Go Hunt article:

" Basically, you can turn your tags back in and you can get your preference points back under extreme circumstances only. Wyoming also has a "reserve for good cause" section that is listed in Title 23. But for the most part, don't expect to return your hunting tags in Wyoming if you can't make a hunt."
 
Guess I will have to call and clarify.

(g) Restoration of preference points. In any case where a license may be obtained by the accumulation of preference points, or preference points may be obtained in lieu of application for a license and a license refund is granted by the Department, all accumulated preference points, including any preference point that may have been earned for the year the license is issued, shall be restored to the applicant.
 
I know this is an old thread, but my dad and I have been planning an elk hunt all year. He' s a nonresident and I'm a resident. He's had some health issues and needs some help on the hunt. I unfortunately injured my ankle pretty badly tonight. I will be getting it checked out first thing in the morning. Would we have any chance of getting HIS tag turned back in and preference points restored if MY injury prevents me from being able to hunt this year?
 
I had an elk hunting client that got hit by a car while riding his bicycle. He was able to return his tag and get keep is points.
