Remington Short Action serial number pre sale

I just bought a brand new Model 7 short action with bolt from a good friend. He bought 2, kept one. He was told these were actions from the Custom shop prior to the sale. I tried the new Remington Arms website for serial number reference, but they said they can't verify because they didn't get historical data as part of the sale. This action has a serial # that starts with RR. Is it a Custom Shop? It also has a small square stamp on it that looks like a QR Code. Can anyone here help me verify?
 
These are completely hit or miss, I have 2 factory rifles built on RR receivers and one is fantastic. Stacks bullets and runs perfectly. The other is a pile of Remington, ZERO primary extraction so to even work up a load it needs a new bolt or the bolt fixed (re-timed). I'd pay what I paid for both to get the good one so I am not really out anything, but I hate having a rifle in inventory that is no good/unshootable.
 
This may help :700 Serial number, and I think I read some where the new ones made under RemArms, the serial starts with a RAXXXXXX. But dont quote me on that lol and I think the ones that have the qr code looking thing on them were before they closed the doors and were sold......I did find this on the net :
