those older 700's can be made to shoot if you're attached to it and the cartridge. You're limited to about 175gr bullets due to twist rate.
If the chamber/throat is straight, bed the action, true the action/lugs and have the barrel lapped and re-crowned.
All that will cost the same as a custom barrel, but if the action isn't trued, a new barrel may not help.
Then using the best components, feed it good ammo and it will shoot, 500 is easy with practice.
I much prefer FFP because using the reticle to hold corrections is automatic, you don't have to wonder if it's on the right power for the subtension to be correct.

I would also recommend a Tikka for your next build. A 6.5 PRC Tikka shooting 156's will do everything you listed with ease. Tikkas are getting more aftermarket support now. within a few years I expect Tikkas to have nearly the same options as a 700.
