1. position not square behind the rifle (recoil pulse will not be straight back into body & will show on the Y axis of target)
2. inconsistent finger/trigger interaction (introducing lateral pressure to the rifle & will show up on the Y axis of target)
3. wind (always a consideration)
4. random lateral dispersion = rifle don't like that bullet
5. factory rifle/barrel shooting lowsy groups

I'd test @ 100 till ya get an encouraging & uniform group size. Then, move back to 300 and see what ya got.

Also, I'd have another person shoot the rifle to help rule out shooter error. It happens...

I shot at 100 a few minutes ago. I'll try and post up both target pictures tonight or in the morning.

I own a few 260s, including a Savage. H4350 or H4831sc have shot the best in all of them, with H4350 the faster of the two. Somewhere from 42.0-44.0 with H4350 always does well. I haven't shot the lighter bullets, but 140 grain SMKs, all three Bergers, and AMAX have all shot sub-MOA for 5 shots...even factory tubes.

I would focus on getting some consistency at 100 yards. As far as position and shooting technique, a good way to test and perfect is to dry fire...a lot! If the crosshairs move at all on a dry fire, you need to isolate the cause and fix it.

As far as wind at 300 yards, you would need 15-16 mph full value to get a 2 MOA deflection.

How is your bedding - Do you have a pressure point developing as the barrel heats and moves? How is your trigger - Are you able to dry snap with distinct consistency?

Can you remove the bipod and try shooting off of sandbags?

At a closer range (to take human error out as much as possible) shoot a single shot and adjust your reticle in a square fashion to eventually shoot four shots in what should be the corners of a square? This may either indict the scope or eliminate it from the possible problem.

Is everything tight? Have you tried factory ammo to see if the same issue exists?
