Can someone as a resident of New York participate in a raffle out of state? Like as for Elite Hunt Club raffles? I understand we can not for Huntin Fool ones etc. Just like Washington State. Just hoping someone on here maybe clarify for me so "maybe" I can dream of winning a great hunt some day.... or have to move the heak out of this state.. blaaa
