Pretty sure I know the answer but trying to help my brother out.
My brother is having issues with his right shoulder. He has had problems with it for the last two years but its gotten worse the last year.
He is mainly a whitetail hunter here at home.
His bow is an older Quest. its a dual cam and is a 60lb max bow.
Last year did some tuning and got it shooting well. Over the summer he had so many issues with his shoulder that he had to lower the weight down quite a bit. Like to 53 lbs
No the thing wont shoot a fixed head for nothing.
I think his arrows are way to stiff. Hes shooting 340 Axis with a 125 head. Arrow weighs like 430.
Right now I think we are at the point the cheapest option for him is to try and buy some inserts to weight the front of the arrow to weaken it some. We have turned the bow up a bit. But its still not shooting well.
Pretty close to our season here, and I still think a 400 spine arrow would work much better. But he dosent really have the extra cash to buy all new arrows right now.
I also dont think that he is pulling enough weight to use an expandable.

What do you guys think?

340 arrows are stiffer than necessary, but I would still expect them to tune and fly just fine with broadheads.

Are broadheads grouping well with each other but not landing alongside field points? Or are broadheads not grouping well? The former would imply that the arrows are fine and the bow needs some tuning. The latter would imply an issue with the arrows (or possibly vane contact).

Have you checked for vane contact?

Have you spin-checked the arrows to confirm straightness/concentricity?

Have you bareshaft and/or paper tuned the bow?

What vanes is he using?

They should still shoot fine.

Cebtershot modern compound shouldn't care about a stiff spine.

Something else is going on.

I dont think 400's will fix the issue, or more weight in the front.

What do you guys think?
What is his draw length and what length are the arrows cut to?

Guys lot of these questions I dont know with it not being my set up.
No clue what vanes,
No clue what arrow length.
BH were spin checked and are good.

Just strange to me that last season using the same setup they were good.
Then draw weight was let down and now they aren't shooting good

What can happen at times when you lower weight is that a cable driven rest will get out of time. Causing vane contact on their way through it as it doesn't drop fast enough.

My best guess without looking at it.

As Mighty Mouse suggested, you may need to paper tune. Your nock height may have shifted from the draw weight adjustment. At the very least you can try cranking the limbs all the way down and then carefully watching your turns out so that they match exactly and then try it.
