Question about duplex frame sizing

So I have a duplex frame with 26" stays. My question is, even after getting fitted at Kifaru in September, the angle on my load lifters doesn't seem right to give me significant load lift. I am short 5'5". Would a 24" frame help with this, or am I just "short out of luck"?
 
I would start by shortening the torso length. So the belt is at the top of your hip bones and the shoulder straps are sucked down. The frame should be well up behind your head now. I usually get the belt where it needs to be and then loosen the load lifters enough to get the shoulder straps down and fitted over my shoulders. Then take the slack out of the lifter straps.

Depending how the contour of the frame fits your back, you may need to tweak the bend in the stays to get the top of the frame in a better position.
 
I agree with above comments, as you have a shorter torso and the shoulder straps may be adjusted to long.
