Do these run true according to the chart?
Is a large= 36”-38”?

I'd say yes, but if you want to wear them over I'd size up. I'm a 34-35" and when I layer these over some base layers and my corrugate guide pants sometimes the button will pop on the waist lol. It has an elastic waist band though.
