Deadfall, If you can’t sight specifics about Mr Flatow doing something unlawful, then you are guilty of slander. That’s a serious position to put yourself in. I wouldn’t be posting comments based on third hand information and innuendos. Just a word of caution.

Short version. Deadfall’s outfitter buddy agreed to let Hank use his outfitter license. The outfitter morals could he called questionable as he waited until Hank was in the field to break the contract. You know when a guy doesn’t have cell service

It sounds like the only one fined was the outfitter. Not Hank. Imagine that!
