Went to grab some tickets for the Arizona raffle and, thankfully, read the fine print this time:



What is the purpose of this?

Of course after days of searching I find the answer minutes after I post this:

"The rule complies with the Unlawful Internet Gambling Enforcement Act"

Do people still buy these when they're out of state and just hope they don't/can't enforce?
