Paypal Rules of Engagement?

Here are the rules for accepting payments for goods and services:

Receiving personal payments
If you use your PayPal account to receive payments for the sale of goods or services or accept donations, you must:

  • Pay any applicable fees for receiving the funds.
  • Not ask your buyer to send you money using the “send money to a friend or family member.” If you do so, PayPal may remove your PayPal account’s ability to accept payments from friends or family members.

No surcharges
You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.


So asking the buyer to cover the fee is against their policy, as is charging extra to use PP. Asking for F&F to pay for something is also a reason to close your account. You are better off adding in the 3% than to ask for it. If you ask the buyer to cover the fee and they complain, PP can close or freeze your account. Buyer and seller beware.

For personal assurance, I never send friends and family, I just add 3% to cover the pp fees. Just like I expect an item to be shipped for the price, unless otherwise discussed.

But here's the deal with all that.........that's PP's rules for using their services. PP is not part of the negotiating process. PP has absolutely nothing to do with two people negotiating a deal. Those so-called "rules" were written when Ebay owned PP and PP was the only option to use with Ebay at the time, so they could dictate how things operated. But PP isn't involved at all with any transaction or negotiation until payment is actually made. By that time, all the details should have already been worked out between the buyer and seller before payment is made. And at that point there is one payment amount paid.........of which, the fee that PP charges comes out of the recipient's account.

I just found out the hard way that PP now requires you to update your acct with a picture ID, Debit card #, or your SSN in order to retrieve those funds that are payed to you by someone else.
That is the whole reason I started a PP acct years ago, was so I wouldn't have that info out there.
They used to just apply those funds to your next purchase until it was gone. Which worked fine for me. Not anymore.
I've just lost almost $200 because I won't give up more personal info. When I noticed it wasn't getting put towards next purchases I checked and found this out. They won't even let me close the acct. without giving them that info. Total BS! Never again will I ever use PP.

I have been hearing this as well. Oh well I quit using them anyway. Removed my bank account and credit card. Paypal is all for taking our constitutionally guaranteed rights and use shady business practices to do it. I would suggest everyone figure something else out.

So what percentage of classified transactions do you think happen via Paypal? I have some things to sell and never have accepted payment via paypal, though I have used it to buy things sporadically for nearly 20 years...
Curious what other options members of this forum use, or if this is still the way most do it.
