PA Elk Non-Res draw changes

Well looks like another state is changing up their ELK application system.
I know it’s PA and they only give out a dozen or so non-res tags đŸ˜‚
But sounds like residents started complaining once non-res allocation hit 11% and it’s now limited to 10%
Big change is that to even apply now non-res has to buy a hunting license (about $100). So for the astronomical 0.001% chance to pull an elk tag now it’ll cost about $115-120 to apply?

Now CO residents need band together and limit CO elk/deer tags down to 10%
-to be in line with other western states like this article states đŸ˜‚

Sounds about right with plenty of other states. I applied to several states for sheep last year and plenty are around $100 license (or more) just to apply.
