If you buy otc tag and archery hunt but dont kill anything, can you hunt otc rifle also ordo you have to buy separate tag?

Only one of those can be a “list A” tag as well. With few exceptions this means only one chance at a bull.

If you bought an OTC "list B" cow archery license you could in theory purchase another OTC "list A" tag and hunt with a rifle. Those two are separate tags but you are eligible to hold both. You may only purchase one "list A" tag per year.

Just in case it isn't clear from the other replies, a bull license is always a list A tag, but a list A tag does not necessarily have to be a Bull tag and can be a cow tag depending on the type of license. So the short of it is that you can effectively only have one Bull tag in any given season with a few very small exceptions. If you want another tag, you can find a list b license which are all antlerless tags. Conversely you could start archery with the OTC Antlerless license which is a list B tag and then pick up any other license that you want.

That's the route I'm going this year. Cow tag in Archery, OTC either sex or bull for rifle.

The "B" list archery cow tags are limited to certain units. Mostly in the northwest part of the state and some in the south central part. Unless it changes some for 2018... which I doubt.
