Oregon is managed for maximum hunter opportunity, so getting a tag is the easiest part. The rest of the experience is pretty disheartening. What exactly are you looking for or do you have a specific question?

I wouldn’t say SE portion is best. It has some of the lowest deer numbers/deer density in the state.

Buy points. Spend time scouting. Decide where you want to hunt, apply. Hunt.
I'd guarantee that every single mule deer unit with good public land can produce a decent buck. Oregon mule deer are depressed. Very depressed. But, not extinct.

Yes your highest odds of seeing and killing a mature deer are in the far SE corner, specifically in the TC mountains. Start scouting now and in 20 years when you have enough points to draw a TC tag you should have a pretty good idea of where to find a good buck!!

There are many areas in the Eastern half of the state that produce big mule deer. It depends on what you're looking for. 140" 150"+ buck or are you chasing booners?
