Though based on this dude's background, I'd expect the $4k to not be paid without a substantial amount of effort by Chase since he makes it sound like he has no money even though he's obviously scamming people out of $100s at a pop.
Chase isn't involved in that equation. That's between Scammer and Court. Chase sending him a bill for their costs is an entirely different story. Depending on the jurisdiction, Chase may be able to push for multiplied legal costs after a successful defense against frivolous suit.
Though I'm sure Lyin' Chris will probably try to tell the judge "I don't have the money, it's on backorder...." or something.
