If you skim coat over the top of it you will get blisters all over the place. I am a drywall contractor and have done countless wall paper removals. The best product I have found is a Zinsser cover stain and adhesion product. Spray it on there and texture. You will most likely still get small blisters under the wallpaper but they will be quarter sized and much easier to cut out and re-texture after they pop through.

I have used warm water and fabric softener in a spray bottle in the past. Still have to use some elbow grease and and scrapper. Whole house was wallpapered! Buy lots of drywall compound!

I agree there's no fun way but a steamer with fabric softener works really well. And maybe your favorite drink.
