Non Resident Rifle Mule Deer Hunting info

We do have smaller deer in Southern California… never had an issue filling tags - 100% for us over the last 4 years when I decided to even deer hunt in this state.
I legitimately had no idea there were mule deer in California! I may have to start looking at a Cali hunt for 2027, that's wild!
 
Some buddies and i were looking for some insight on where to go for a DIY mule deer hunt as a non resident, as the point system and applying for draws is new to us. We did some research and it looked like the top places for a DIY hunt would be Idaho, Montana or Colorado for low point tags; but we are also open to any and all suggestions. Some help on pointing us in the right direction to research on what zone to apply for would be greatly appreciated.
Montana reduced there deer permits, for NR, by 2000. Hunting in 700 zone eastern MT has been changed to north zone and south zone. Last season I hunted hard for a good mulie. I was NOT going to shoot anything less than a four point. Quite frankly I saw very few good mulies. If you are young and capable why not consider Nevada? Stay away from the city. MTG
 
Colorado rifle seasons overlap with otc elk in most units that are low point so you’ll have to deal with crowds. Archery isn’t too bad, some areas can be good. I’ve always wanted to try Arizona or New Mexico archery hunts during the rut heard good things. I’d say my ranking would be Arizona/New Mexico tied for fist, followed by Utah or Idaho then Colorado and Montana.
