Can’t say I agree with restricting non resident opportunity. Everybody’s a non resident somewhere. I’d sure miss hunting my former home (western) state of 25+ years that I moved away from if non-residents weren’t allowed. Definitely agree that point systems are garbage. Random draws with a somewhat generous cap to the non resident quota for general zones/tags seems like a fair compromise.
