Monarch 7's are considered a best buy in their price range, and have been for as long as they have been around. Which is notable, considering the amount of competition they have in their price range. I prefer them over Viper HD's, which are also an excellent value. Nikon's focus wheels are second to none, as you say, they have a huge FOV, and the sweet spot sharpness is excellent. The only weakness the 7's have is they aren't quite as bright as Viper HD's or Leupold BX-4's but they make up for that in handling and field of view.
I don't believe there is a "better" binocular out there at the price point, but maybe some differences people would prefer over the 7's. I chose the BX-4's because of the open bridge handling and slightly brighter image, but I gave up FOV and that awesome M7 focus wheel.
