With new Mexico I am thinking of putting in for 2 high demand units and one standard unit. I am assuming they will charge me up front for the highest amount. But my question is, if I'm lucky and get drawn, and it's for the standard unit. Will I get the difference back between the HD price and the standard?

I would assume but you never know with fish and wildlife operations

Im pretty sure you are correct. I believe I read that last year when I put in and wondered the same thing. Gotta check the REG to be sure....

You will get the difference back if you draw a standard hunt. Initially you will get hit for the HD or Q hunt cost.
