Need Help Picking GPS Software For Phone

Hey everybody, I am looking for a program that I can use on my phone that will allow me to mark way points off of a base map on my home desktop and then have available to use on offline maps on my phone for when I am hunting. For example, I use google maps now to find tanks, glassing spots, etc. and then mark those on a paper map to guide myself in. I really like the functionality of the OnXmaps App but from what I have seen it does not offer a way to mark waypoints on a base map off of a desktop and then download those to the offline maps for your phone (I could be wrong on this one so feel free to correct me). Any help would be appreciated!
