Outfitters have different permits for different areas for public land. So with that said, if you're looking to hunt public land, do you have an area in mind? If you're just trying to find a good outfitter and go where they go, then so be it. I haven't heard anything terrible about the outfitters in NE Oregon but don't have any first hand experience with them

Thanks everybody for the info! I’ve decided I’m just going to give it a DIY try and not use an outfitter.
