MT Cow tags?

Thinking I might try to get a cow tag this year and save some money while I learn how to hunt elk (ate a 700 dollar CO tag last year). I’d like to hunt Montana this year but I’m confused on the cow tag availability for non res.

1. Can I get a cow tag in MT and not a general elk combo license?

2. Would getting an MT cow elk tag be a guaranteed option for a non res? Or do I need back up plans?

2 depends on the unit hard to say some take 4-5 years some have unlimited
